EASTHAM BOARD OF ASSESSORS
Minutes of August 21, 2009 Meeting


Meeting convened at 10:00 am.
Present:        Assessors Sette, Avery, Deputy Assessor Gail Fitzback, Field Appraiser Belinda Clarey, and Paul Kapinos and Sue Macleod of Kapinos & Associates

  • The Board voted to accept the minutes of the March 19, 2009 meeting.
  • The Board voted unanimously to grant the FY11 application by George F. Handel for continued classification of 11.12 acres at 1765 Massasoit Road under Chapter 61A Recreational.
  • The Board signed certificates of abatement for uncollectible taxes as requested by the Collector.
  • The Board voted unanimously to deny an FY09 exemption application because it was submitted after the filing deadline.
  • The Board of Assessors voted unanimously to approve the FY10 exemption applications that had been reviewed and deemed eligible and signed all.
  • The Board voted unanimously to grant the FY09 personal property abatement for Arturo’s as it was a duplicate billing.
  • The Board voted unanimously to deny the FY09 real estate applications for ODuffy-Johnston and Aloisi because they were submitted after the filing deadline.
  • Paul Kapinos reviewed the methodology used to generate the proposed FY10 values. He indicated the total residential value decreased by 1.5%. The average value of a single family home in FY09 was $492,000. The average proposed value in FY10 is $484,600.
Approximately 95% of the parcels in town were changed less than 1.7%. The median change was -1.7%. Due to the new land valuation methodology required by the Department of Revenue as well as corrections determined by a full land review of the town, some values were increased.

Sales of parcels with permanent docks indicated an increase in the sale price so permanent docks have been added for FY10.
